Penn State's 98-Year-Old Outing Club Is No Longer Allowed to Go Outside

From the comments: this club funds itself off start of year dues and alumni donations, and charges students next to nothing for the trips. Penn State offers their own Outdoors Adventures program, and doubled the fee for them shortly before the ruling.

Alternate option: budget for an emergency satphone. Kinda surprised such a club wouldn't have one already, particularly since they've been going for a hundred years and have probably put together quite a few emergency prep kits.
