This isn't insignificant when you consider how much of our population is incarcerated. I am also in favor of letting the incarcerated vote.

Right. Rural districts containing prisons get a population boost for the census but that population cannot vote and cannot count toward the population of their home. This gets worse because federal prisoners can be sent to prisons in other states.

Yeah, this was a fucking stupid decision. And the real reason they decided against it? Prisons don't keep good enough records to reliably figure out where prisoners originally lived. It was too hard/expensive to figure out alternatives. Jason, if you're reading this, fuck you.
