Tasers were only allowed to begin with under the lie that they would be used in situations where police would otherwise have been obliged to use lethal force. Of course law enforcement immediately began using Tasers in all sorts of situations where lethal force was not only not required but entirely illegal. Those uses - punishment, etc. - which are not uses that the Taser's approval was rationalized on - have become only completely normalized. Only extreme cases like this draw much attention anymore.
