I see where the confusion was coming from, when you compared this to the EmDrive, I assumed you were trying to show thrust. Thus, you'd want a torsional pendulum so that you could record the amount of thrust generated. Now that I see it's not what you're going for, and instead a simple balance bar...
I have to now ask even harder: why did the reporter state that the bar should not move? Obviously once overbalanced as such you'd start getting motion. I am not sure if that is the reporters fault or someone who poorly explained what it was?
