I would say yes, provided that the attack was in fact Islamic and either a retribution for perceived slight elsewhere in the world, or someone taking a stand against what they thought was Haram because they want the laws of their country to be Islamic.

ISIS is a franchise industry. Anyone with a desire for attention can grab a gun, slap the brand on their letterhead and go to town.

I know it's mostly the right that gets upset over not immediately going ape-shit about ISIS when something like this happens (and it has yet to be determined who did it and why), but it's important to find out if ISIS is directly involved or if the person claiming ISIS membership is a wanna-be who doesn't know their Sunni from Shiite (like the Orlando shooter).

Hearing further that the individual was 18yo German national of Iranian extraction, which makes it even less likely that this was an ISIS inspired event as most Iranians are Shia.

I suspect just the usual bad eye witness accounts that always come form these chaotic events. Most likely policemen mistaken for shooters or even just fleeing shoppers holding umbrellas.
