Well, humour is where you find it, but I don't believe that's the "parody' at the centre of this cartoon.
The clear suggestion is that the Captain America was an implicitly racist creation.
It's a deft riff of an iconic image, but it's slanderous, ridiculous, paranoid balderdash.
Nazis.
