There is small but profitable industry wherein assholes find elderly people with no family to take care of them, have them declared incompetent to care themselves by the state, and then take custody of them. At which point they take legal control of all of that person's assets and can use that person's money to pay themselves for "taking care" of them.
This is perfectly legal. Note that it is also predicated on having a person legally declared incompetent to care for themselves, meaning once it happens, it is essentially impossible to fight unless an outside party steps in.
That's the state of legal custody in this country.
