Some analysis on the witness tampering/intimidation angle from WaPo:
Could Trump’s White House tapes ruse actually get him in legal trouble?
tl;dr/paywalled- technically a case can be made on witness tampering, especially considering statements made by Gingrich and Trump himself suggesting the whole point behind the tapes ruse was to influence Comey's testimony.
But since any such charges, like the obstruction of justice charge, are at the discretion of Congress. So, probably not gonna happen.

It takes three GOP no votes to stop this.
There is one definite no, Two leaning no, and a few worried about their own survival in states where they have taken the medicaid expansion.
It will come to a vote. It will either pass by 1 or lose by 6 to 8.
